were on all fours as with the point that a charge for
Departmental Expenses ought not to be made on a Col-
onial Government, which might, for the purposes of
our argument, be regarded as a Department of the Col-
onial Office. As he demurred, i suggested that, to av-
old the irritating little item the S. 0. should lump
it in the general charge. This has been done. I sup-
pose we shall not fight the matter any further, as the
charge is made under Treasury instructions.
